Refund and Cancellation Policy
Effective date: 22 September 2026
1. Scope
This Refund and Cancellation Policy (the "Policy") applies to all payments made to the Malaysian Chinese Tourism Association (MCTA) ("MCTA") through the membership portal at https://www.mcta.com.my (the "Portal"), including membership registration fees, annual renewal fees, lifetime membership fees, event and programme fees, and any other charges published on the Portal.
The Portal does not sell physical goods. As no tangible product is delivered, there is no return or exchange of goods; this Policy governs refunds and cancellations of the fees and services described above.
This Policy forms part of, and should be read together with, the MCTA Terms and Conditions.
2. General Principle
Membership fees and event fees are used to fund the activities and administration of the association. Accordingly, all fees paid to MCTA are non-refundable once the relevant service has been rendered, except in the specific circumstances set out in this Policy or where a refund is required by law.
3. Membership Registration Fees
- If an application is rejected by the Committee, the registration fee paid will be refunded in full, less any non-recoverable payment gateway or bank charges.
- If an applicant withdraws an application in writing before the Committee has considered it, the registration fee may be refunded at the discretion of the secretariat, less an administrative charge and any non-recoverable payment charges.
- Once an application has been approved and the membership has been activated, the registration fee is non-refundable, including where the member subsequently resigns, surrenders or is terminated.
4. Annual Renewal Fees
- Renewal fees are non-refundable once the renewal has been processed and the membership period extended.
- Where a renewal payment is made in duplicate, or in an amount exceeding the published fee, the excess will be refunded or, at the member's election, credited against the next renewal.
- Late payment penalties, once correctly imposed, are non-refundable. Where a penalty has been charged in error or a penalty waiver applied at the time of payment, the penalty amount will be refunded or credited.
5. Lifetime Membership Fees
Lifetime membership fees are non-refundable once membership has been approved and activated. No pro-rated refund is available upon resignation, surrender, cessation of business or termination of membership.
6. Event and Programme Fees
6.1 Cancellation by the participant
- Written notice received 14 or more calendar days before the event: refund of 100% of the event fee, less non-recoverable payment charges.
- Written notice received between 7 and 13 calendar days before the event: refund of 50% of the event fee.
- Written notice received less than 7 calendar days before the event, or non-attendance without notice: no refund.
- In place of a refund, a participant may nominate a substitute delegate from the same member organisation at no additional cost, subject to notice being given to the secretariat before the event.
6.2 Cancellation or postponement by MCTA
- If MCTA cancels an event, participants will receive a full refund of the event fee or, at their election, a credit towards a future event.
- If MCTA postpones an event, registrations will be transferred to the new date. A participant unable to attend the new date may request a full refund within 14 calendar days of the postponement being announced.
- MCTA is not liable for travel, accommodation or other incidental costs incurred by a participant in connection with a cancelled or postponed event.
7. Duplicate, Incorrect and Failed Payments
Where a payment is made twice for the same item, is made in the wrong amount, or is deducted although the transaction failed on the Portal, the member should notify the secretariat within thirty (30) calendar days of the transaction date, enclosing the transaction reference and proof of payment. Verified duplicate or erroneous payments will be refunded in full.
8. No Refund in Cases of Termination for Cause
No refund of any fee will be made where a membership is suspended or terminated as a result of a breach of the MCTA Constitution, these policies or applicable law, or where information or documents submitted are found to be false, misleading or falsified.
9. How to Request a Refund
A refund request must be submitted in writing to the secretariat and must include:
- the member or applicant name and membership number (if issued);
- the transaction date, amount, payment method and transaction or receipt reference;
- proof of payment, such as the bank slip or gateway confirmation;
- the reason for the request; and
- the bank account details of the account holder to whom the refund is to be made.

10. Processing of Approved Refunds
- Refund requests are acknowledged within five (5) working days of receipt.
- A decision is ordinarily communicated within fourteen (14) working days of receiving a complete request.
- Approved refunds are processed within thirty (30) working days of approval, to the original payment method where possible, or otherwise by bank transfer to a Malaysian bank account in the name of the payer.
- The time taken for funds to appear in your account depends on your bank or card issuer and is outside the control of MCTA.
- Refunds are made in Malaysian Ringgit (MYR). Any currency conversion loss or bank charge is borne by the payer.
11. Deductions
Non-recoverable payment gateway charges, bank transfer fees and, where stated in this Policy, an administrative charge may be deducted from a refund. The deduction will be itemised in the refund advice issued to you.
12. Transfers in Place of Refunds
Membership is personal to the member organisation and may not be transferred or assigned to another entity. Where a member undergoes a change of company name or a restructuring, the secretariat may, at its discretion, permit the membership to continue under the new entity instead of issuing a refund, subject to submission of the relevant statutory documents.
13. Disputes
If you are dissatisfied with a refund decision, you may appeal in writing to the Committee within fourteen (14) days of being notified. The decision of the Committee, made in accordance with the MCTA Constitution, is final. Nothing in this Policy affects any statutory right you may have under Malaysian law.
14. Chargebacks
Members are asked to contact the secretariat before initiating a chargeback with their bank or card issuer. Where a chargeback is raised while a refund request is being processed, MCTA may suspend the related membership or event registration until the matter is resolved.
15. Amendments
MCTA may amend this Policy from time to time. The version in force at the date of your payment applies to that payment. The current version is published on the Portal.
16. Language
This Policy may be made available in English and Chinese. In the event of any inconsistency between versions, the English version prevails.
